Sizes are listed as hip size for ladies and unisex items, and waist size for men's items.
Even if the size is the same, the fit will vary depending on the depth from the inseam to the waist of the product, the elasticity of the fabric, the style of each product (low-rise, tucked-in, etc.), and the stitching.
